sent by the organizing associations of

the 2nd Celebration Act dedicated to the Italian anti-fascist volunteers, on the 68th Anniversary of the Italian Liberation from Fascism (Madrid, 25th of April 2013).

To the Presidents of the Italian Chamber of Deputies and the Senate, to the deputies and senators of the Italian Parliament, to the Minister of Foreign Affairs and to the President of the European Parliament. To any other institution able to guarantee the fulfillment of Italian and European laws related to any public holiday similar to the 25th of April, Anniversary of the Italian Liberation from fascism.

Pietro Sebastiani, the Italian Ambassador in Spain, refused to attend the 2nd Celebration Act dedicated to the Italian anti-fascist volunteers, on the 68th Anniversary of the Italian Liberation from Fascisms. He denied the presence of the official Italian flag during these events, organised by several Italian and Spanish associations, active in Spain.

The Associazione Nazionale dei Partigiani Italiani in Spagna (ANPI – National Organisation of Italian Partisans in Spain), the organisation A Madrid si Muove un’altra Italia (In Madrid another Italy moves Org.), the Sinistra, Ecologia e Libertà-Spain party and the Spanish organizations Amigos de las Brigadas Internacionales (Friends of the International Brigades Org.) and As. Descendentes del Exilio Español (Descendants of the Spanish Exile Org.)

denounce

the Italian Ambassador’s decision to not attend the Italian events organised in Madrid, Spain.  These were democratic, constitutional and aimed to celebrate the Italian Liberation from the nazi fascist domination.

The official invitation to the event was sent in writing and in time. The Ambassador replied telephonically through his secretary that the spirit of the event was too political.

The 25th of April is an Italian national public holiday in remembrance of the Liberation from Fascisms. It is the day of every single democratic and antifascist citizen. It is the day of the liberation from the Nazi invader and from a long Fascist domination. It is one of the public holidays of the Italian Republic and the Constitution supports its celebration.

The Italian protocol establishes that during public holidays, the institutions have to attend remembrance events with the presence of flags and/or officials.

Unfortunately many people in our country think that, to overtake the current politic divisions in Italy and Europe, this kind of celebrations should be avoided; although nazi-fascist dictatorship caused one of the cruelest war in the human history. This would hush up antifascist fights aimed to freedom recovery and it would be a huge offence against volunteer memory, descendants’ and friends’ who took part in the 25th of April 2013 celebrations.

We are witnessing a reborn of Nazi-fascist and francoist ideologies in Europe. For this the institutions must attend events like this. It is necessary to ask for their presence since the Italian Law orders it.

Martin Schultz, the German President of the European Parliament, has always had a clear idea about the role the institutions have to play during the events related to the European Liberation from Nazi-fascism.

He himself attends and constantly promotes every single activity able to enhance the importance of the anti-fascist fight, especially among young people. It is important to celebrate days like the 25th of April, especially in countries like Spain, where Fascist francoist dictatorship has never been officially judged and where victims have never received compensation.

 We think

we must denounce the behavior of the foreign diplomatic institutions in Spain, especially Italian institutions, which do not attend official events of their countries of origin. This, together with an uncaring attitude of the Spanish institutions, reinforces the presence of organizations with Nazi-fascist and francoist ideologies in the contemporary European society.

Institutions of European democratic countries cannot accept this behavior. Officials have to respect the laws of the country they represent. They play an institutional role and they cannot ignore national rules. Piero Sebastiani, the Italian Ambassador in Spain, refused with no permission and without a written communication, the invitation to a national celebration event, which he should had to promote as his position requires.

We require

– The official presence of Diplomatic Italian institutions during any activity organized by Italian associations in honor of the 25th of April, as Italian laws dictates.

– The promotion of activities and seminars related to the 25th of April in educational centers (such as Italian schools abroad), in cultural institutions (such as Culture Italian Institutes) and in every single consulate. It is essential to promote liberty and democratic values among young people; these values ground its roots in anti-fascists fight. It is fundamental knowing what went on and who made it possible.

– The cooperation between consulates and anti-fascist Italian and foreign association in the organization of activities and acts. We ask to take part and cooperate in cultural and educational centers property of the Italian Institutions abroad.

We are asking organization and citizens in Italy and Europe to sign the petition because we cannot permit that this happens again. We want to celebrate the 25th of April as it must be. Furthermore we think that it is essential to celebrate any other official day related to the liberation from Nazi-fascism in the whole EU, promoting its institutionalization in all the Union Countries, when the law makes no provision for it.

The petition and signatures will be delivered to the Presidents of the Chamber and the Senate, to the Deputies and Senators of the Italian Parliament, to the Italian Minister of Foreign Affairs, to the President of the European Parliament. To any other institution able to guarantee the fulfillment of Italian and European laws related to any public holiday similar to the 25th of April. A celebration is necessary in Italian diplomatic institutions together with Italian communities living outside their home country.
